8/16/13 Speeding leads to Heroin Arrest

On 8/16/13 @ approx. 1620 hours Cpl. Louis Simms was conducting traffic enforcement in the area of Main St (Rt 42) and Fox Pointe Rd in the Town of Cheswold when he clocked a vehicle for travelling at 36 MPH in a 25 MPH Residential Zone. Cpl. Simms left his vantage point and made a vehicle stop on a 2003 Hyundai Elantra being driven by a male identified as Brice M. Hall, a 38 yr old B/m from Dover, DE.Hall-240x300

 

While speaking with Mr. Hall, Cpl. Simms detected that he was acting in a nervous manner. After checking Mr. Hall’s Delaware driver’s license through DELJIS he found that the driver had a suspended driver’s license and had an outstanding warrant.

 

After placing the driver under arrest for his warrant Cpl. Simms conducted a search of the vehicle finding an open can of beer in the front seating area, and a clear Tupperware container under the front seat of the vehicle containing packages commonly known to contain heroine and a loose white powder. A field test of the powder tested positive for heroin. After being returned to the Cheswold Police Department for processing the alleged Heroin was weighed for a total of 7.5 Grams.

 

Mr. Hall was charged with Possessing a controlled substance in a Tier 5 Quantity, Possession of drug paraphernalia, Driving while suspended / revoked, Drinking while Driving and Speeding in excess of 25 MPH in Residential District. Mr. Hall was processed and arraigned at the Cheswold Police Dept. via video phone and held on $1,050 secured bail and transported to Vaughn Correctional.
