Tip leads to arrest of Felony Fugitive

On April 9, 2014 Chief Christopher Workman received a tip that was sent to DELJIS regarding a suspect wanted by the Cheswold Police Department since July 6th, 2009 for jailcuffsRape first degree caused injury and Unlawful
Imprisonment First Degree.

The tip stated that OLGUENS VOLCY ( an alias of fugitive Olgven Voley) who has been wanted by the Cheswold Police Department was currently residing at an address in Irvington, NJ. Cheswold Police made contact with the US Marshalls office in New Jersey who were able to locate and arrest Mr. Voley, who is currently in custody and awaiting extradition to Delaware to be charged in this case.

On July 4th, 2009 Mr Voley allegedly took a female companion to his residence following a church service. While attempting to coax the victim to his room he allegedly forcibly pushed and pulled her up a flite of steps and into his room. This is where he allegedly forcibly raped the victim in his room. After interviewing the victim and a witness who also was in the residence officers secured a warrant for the arrest of Mr. Voley who fled the area following the incident and has been on the run since 2009.

Over the years investigators have been told that the suspect fled back to his native Haiti, and was also allegedly residing in Ft Lauderdale, Florida.
